Check out youtube, I saw instructions for many DIY projects.

OK, here we go:
1) Go to Canada and dig up some cesium
2) Go to China to mine the antimony
3) Make the phosphor up from cesium-antimony-potassium etc.
4) – oh, heck – google "night vision goggles" and buy one.
Really, they are very complex. Better off buying something.
