No, they take in ambient light, usually a combination of infrared light too low to be seen normally and regular light (think the light during late dusk), and amplifies it. It comes out green because the human eye can recognize more shades of green than any other color, so because the goggles can’t recognize individual colors, it emits them using green light of different intensities. Its like a black and white picture used with green, but instead of shades of gray its shades of green.

They don’t emit light like you see in Splinter Cell, those are purely aesctic.

Some of them come with Infrared "flashlights" that brighten up the image, but no, the goggles intensify the light that is already there.

No, they amplify the available light.

The answer to your question is no, night vision goggles are made almost like binoculars except they see use infrared technology for seeing in the dark. They fit around your eyes with a protecting rubber coating so that all the light hits the center and your cornea. One more thing, you get what you pay for so if this is just a hobby, I would get a cheap pair and they will still be very hard to see in the dark from someone else in the room. "Haven’t you seen Silence of the Lambs"

No one else would be able to see this, except your in a complete dark room with no lights. If your outside or some light in the house then no.

Even the most expensive night vision goggles will not emit light for others to see, even indoors. It’s all about the brand name you get and the quality and resolution of the goggles.
