If it has IR capability, yes. If none, no.

IR is not the same thing as night vision, unless you add an IR light source. Easy enough to do, inexpensive IR LED banks are available from retailers like B&H.
Without IR and an IR light source, the camera itself is not a night vision device. You can buy image intensifier units (night vision scopes) that are made to attach to various still or video cameras. If you have a point and shoot, you can get fairly cheap hand held Generation 1 or 2 scopes that could be adapted to the camera. The quality of the image will be rather poor with these older units, but it is "doable".
